新型网络犯罪引流行为的范式嬗变与困境纾解

摘　　要：引流是一种借助信息工具增加内容曝光度的手段,可介入互联网营销提升推广效能。然而,诸如电信网络诈骗、新式网络传销、跨境网络赌博等新型网络犯罪由于发生于虚拟网络空间,对网络流量的依赖程度较高,也会通过引流手段增加内容曝光速率。新型网络犯罪的引流媒介呈现多样化特点,常见样态有移动通信引流、域名站点引流和社交应用引流。当前,新型网络犯罪引流逐渐演变出精准投递、分层运营、技术赋能等特征,精准投递将引流从盲目发展为定向,分层运营将引流从单次改变为多级,技术赋能将引流从低效升级为高效。通过完善相关标准体系、提升引流犯罪认知、构建网络社会共治、强化情报建模能力,可以积极应对新型网络犯罪引流治理中的现实困境。Diversion is a means of increasing content exposure with the help of information tools,which can be involved in internet marketing to improve promotion efficiency.However,new types of cybercrime such as telecommunications fraud,new online pyramid schemes,and cross-border online gambling,which occur in virtual cyberspace and rely heavily on network diversion,also increase content exposure rates through diversion methods.The diversion media for new types of cybercrime exhibit diverse characteristics,with common forms including mobile communication diversion,domain name site diversion,and social application diversion.At present,the new type of network crime diversion has gradually evolved into the characteristics of precise delivery,layered operation,and technological empowerment.Precise delivery will develop diversion from blind to targeted,layered operation will change diversion from single to multi-level,and technological empowerment will upgrade diversion from inefficient to efficient.By improving the relevant standard system,enhancing awareness of diversion crimes,building a collaborative governance in the online society,and strengthening intelligence model capabilities,we can actively address the practical difficulties in the governance of new types of network crime diversion.
