摘　　要：随着数字化转型与以审判为中心刑事诉讼制度改革的深入推进,公安机关刑事执法权的调整与优化成为法治建设进程中的核心议题。考察公安机关刑事执法权的应用内涵、发展脉络和运行状况,探索其优化运行模式,是应对当前公安机关刑事执法实践中出现的各类挑战的基础性工作。为此,不仅要从理论角度探讨公安机关刑事执法权的理念、运行和监督管理,基于法治理念和系统性思维构建公安机关刑事执法权规范化运行的理论框架,还需要立足实践,分析公安机关适应刑事诉讼制度改革的策略,强调内部协作、多警种合成作战、社会资源整合和情报主导警务的重要性,提出多维度优化策略。With the deepening of digital transformation and the reform of the trial-centered criminal procedure system,the adjustment and optimization of criminal law enforcement authority within public security organs has become a core issue in the process of legal construction.Examining the connotations,development context,and operational status of criminal law enforcement authority is essential for exploring optimized operational models to address various challenges faced by public security organs in practice.This requires not only a theoretical exploration of the concepts,operations,and supervisory management of criminal law enforcement authority but also the establishment of a theoretical framework for its standardized practices based on the rule of law and systematic thinking.Additionally,it is necessary to analyze strategies for public security organs to adapt to the reforms in the criminal procedure system,emphasizing the importance of internal collaboration,multi-departmental joint operations,social resource integration,and intelligence-led policing while proposing multidimensional optimization strategies.
