数据要素配置与工业绿色转型:基于市场化和价值化两阶段视角

摘  要:工业绿色转型是实现新型工业化的重要前提,也是建设工业强国的关键环节,数据作为新生产要素在推动工业绿色化方面发挥着至关重要的作用。本文将数据要素配置划分为市场化建设和价值化配置两阶段,基于2011—2022年中国30个省份的面板统计数据,运用固定效应模型、门槛效应模型以及调节效应模型,多维度实证检验了数据要素配置对工业绿色转型的影响机制。研究发现,数据要素配置能够显著促进工业绿色转型,数据要素配置对工业绿色转型具有正面的促进作用且具有边际效应递增的非线性特征,存在门槛效应。异质性分析发现,东部地区获得的数据要素配置红利显著高于中西部地区;高科教水平地区的促进作用比低科教水平地区更为显著;低经济发展水平的省域更能有效推动工业绿色转型的发展。机制分析发现,产业结构优化、能源优化和绿色技术创新是数据要素配置促进工业绿色转型的重要调节机制。Industrial green transformation is an important prerequisite for achieving new industrialization and a key link in building an industrial powerhouse.Data,as a new production factor,plays a crucial role in promoting industrial greening.The allocation of data elements is divided into two stages:market-oriented construction and value-oriented allocation.Based on panel statistical data from 30 provinces in China from 2011 to 2022,fixed effects model,threshold effect model,and moderation effect model are used to empirically test the impact mechanism of data element allocation on industrial green transformation from multiple dimensions.Research has shown that data element allocation can significantly promote industrial green transformation,and this conclusion still holds true after considering endogeneity and robustness issues.The configuration of data elements has an increasingly positive promoting effect on industrial green transformation and has a non-linear characteristic of increasing marginal effects,with a threshold effect.The optimization of industrial structure,energy optimization,and green technology innovation have significantly strengthened the relationship between data element allocation and industrial green transformation.Group regression shows that there is heterogeneity in the allocation of data elements for industrial green transformation across regions,levels of science and education,and levels of economic development.The research findings contribute to improving the efficiency of data element allocation,accelerating the process of industrial green transformation,and providing policy insights for local governments to build a unified national market.
