城市生态环境治理对要素配置效率的异质性影响

摘　　要：基于276个城市数据,采用矩分位数回归检验城市政府生态环境治理对要素配置效率的影响。城市生态环境治理对要素配置效率的影响作用存在显著异质性:0.9分位点城市生态环境治理的促进作用最强,中分位点的作用较弱,0.1分位点的作用不显著,这种异质分布也具有显著性。生态环境治理引导要素流向高生产率企业并进行重新配置,或挤出低生产率企业,以此改善要素错配,提升要素配置效率。城市绿色金融发展对城市生态环境治理与要素配置效率之间的关系发挥调节作用,且该作用具有明显异质性,在中分位点的正向调节作用最显著。政府应提高城市生态环境治理水平,充分利用信息平台加强公众监督,依托数字经济发展绿色金融,进而提高要素配置效率。Based on the panel data of 276 cities,this paper uses method of moments quantile regression to test the impact of urban government ecological environment governance on factor allocation efficiency.Urban ecological environment governance has a significant heterogeneous effect on Factor Allocation Efficiency:the 0.9 quantile has the strongest promoting effect,the role of the middle quantile is weak,and the 0.1 quantile is not remarkable.This heterogeneous distribution is of notability.Ecological environment governance guides the reallocation of factors to high productivity enterprises,or crowds out low productivity enterprises,so as to improve the factor mismatch and enhance the efficiency of factor allocation.The development of urban green finance plays a moderating role in the relationship between urban ecological environment governance and factor allocation efficiency,and it has obvious heterogeneity,and the positive moderating effect is the most remarkable in the median.The government should improve the level of urban ecological environment governance,make full use of the information platform to strengthen public supervision,rely on the digital economy to develop green finance,and then ramp up the efficiency of factor allocation.
