摘 要:根据水利部统一部署,淮河水利委员会于2023年度对某省44座水闸开展安全运行监督检查,并对2019—2022年度检查发现问题整改情况进行现场复核。经过现场检查,新发现155个安全隐患问题,2019—2022年度检查发现的195个安全隐患问题中,165个问题整改完成。为了解水闸的运行管理现状,提高水闸运行管理水平,对新发现问题及老问题的整改情况进行了分析。结果表明,省、市级直管水闸安全运行管理状态优于县级及以下管理水闸,安全隐患及问题整改不到位主要是由于维修养护经费不足、基层管理人员技术力量薄弱及安全隐患问题的发现和处置滞后等原因导致。研究提出水管单位体制改革、推进水闸安全运行标准化管理、探索水闸管理新模式、加强信息化建设等合理化建议。In accordance with the unified arrangement of the Ministry of Water Resources,the Huaihe River Water Conservancy Commission conducted safety operation supervision and inspection on 44 sluice gates in a certain province in 2023.During the inspection process,the rectification situation of the problems identified from 2019 to 2022 was verified on site.Through onsite inspections,155 new safety hazard issues were discovered.Among the 195 safety hazard problems identified from 2019 to 2022,165 problems were rectified.To fully understand the current situation of the operation and management of sluice gates and improve the level of operation and management,through the analysis of the newly discovered problems and the rectification of the old ones.The results showed that the safety operation management status of sluice gates directly managed at the provincial and municipal levels was superior to that of sluice gates managed at the county level and below.The main reasons for the inadequate rectification of safety hazards and problems were the insufficiency of maintenance and repair funds,the weak technical strength of grassroots management personnel,and the delay in handling the discovery and disposal of safety hazards.Reasonable suggestions are proposed,such as the reform of water management unit systems,the advancement of standardized management of sluice gate safety operation,the exploration of new sluice gate management models,and the strengthening of information construction including digital twin technology.
