“能耗双控”向“碳排放双控”转变背景下江西省新能源产业发展现状及对策研究

摘  要:在碳排放总量和强度控制即将到来的时代背景下,大力发展新能源产业已成为解答低碳环保与经济社会如何协同发展这个时代命题的重要路径。本文选取“十四五”以来江西省省级层面节能审查批复的光伏和锂电领域代表性较强的150个重大项目进行产业链各链点环节碳排放情况分析,结果表明:一是各产业链链点碳排放强度和工业增加值能耗差别较大;二是各产业链链点企业个数和规模分布不均衡。针对上述现象并结合“双控转变”的形势,从节能增效、绿色降碳、产业升级、政策调控等四个方面为江西省新能源产业高质量发展提出对策建议。Against the backdrop of the upcoming era of controlling the total amount and intensity of carbon emissions,more adequate development of the new energy industry provides a crucial pathway to addressing the contemporary challenge of coordinating low carbon and environmental protection with economic growth and social progress.This paper selects 150 typical major projects in the fields of photovoltaic and lithium battery approved by the provincial-level energy conservation review in Jiangxi Province since the 14th Five-Year Plan.Then it analyzes the carbon emissions at each point on the link of the industrial chain.The results show there are significant differences in the intensity of carbon emissions and the energy consumption of industrial added value at each point of the industrial chain,and that enterprises at each point of the industrial chain are unbalanced in number and scale.Based on the above phenomena and the trend of the“dual control”shift,it proposes some countermeasures and suggestions for the high-quality development of the new energy industry in Jiangxi Province from four aspects,namely,energy conservation and efficiency improvement,green and carbon reduction,industrial upgrading,and policy regulation.
