摘　　要：创新券是政府及相关机构为鼓励创新而发行的一种专用凭证。目前,江西省在推行创新券方面已取得一定成果,但传统创新券应用运行机制仍不完善。比如信息流通不畅,使创新主体难以及时获取资源;管理流程繁琐,降低了使用效率;数据安全保障不足,有信息泄露风险。本文基于江西省内外科技创新券政策的实施现状,分析其制约因素,并提出发展新思路:在组织管理上,推动多部门联动与市县协同,打破部门壁垒;在平台建设方面,促使科技服务平台集成资源、简化流程。最后阐述基于区块链的江西省创新券应用思路、运行机制及保障措施。Innovation vouchers are a kind of special certificates issued by the government and related institutions to encourage innovation.Jiangxi Province has achieved certain results in promoting the use of innovation vouchers,but it still has deficiencies in the operation mechanism of the application of traditional innovation vouchers.For example,the poor information circulation makes it difficult for innovation entities to obtain resources in a timely manner;the cumbersome management process reduces the efficiency of using innovation vouchers;and the insufficient data security guarantee poses the risk of information leakage.Based on the actuality of implementing the policies of scientific and technological innovation vouchers both inside and outside Jiangxi Province,this paper analyzes its restrictive factors and proposes new ideas for development.Then it suggests promoting the interaction among multiple departments and the coordination between cities and counties to break down departmental barriers in terms of organizational management,and encouraging scientific and technological service platforms to integrate their resources and simplify their processes in terms of platform building.Finally,it elaborates on the blockchain-based application ideas,operation mechanism and guarantee measures of innovation vouchers in Jiangxi Province.
