摘　　要：随着全球经济一体化的加速,科技创新成为衡量国家竞争力的重要指标。高校作为国家创新体系的关键部分,在科技成果转化和推动经济发展方面扮演着不可或缺的角色。对比中国与国外高校科技创新服务体系的异同,探讨校企联合研发、中介机构、孵化器及产学研合作四种主要模式。研究发现,尽管中国高校在科技成果转化方面取得了进展,但仍面临激励机制不足、资金支持有限及协同创新网络构建薄弱等问题。针对这些问题,应当加强政策支持、优化资金投入、提升市场化运作能力以及深化产学研合作等,以期构建更加高效、协同、开放的高校科技创新服务体系,促进科技成果的有效转化,提高国家整体科技水平。With the acceleration of global economic integration,scientific and technological innovation has become a critical indicator for measuring national competitiveness.Universities play indispensable role in promoting economic development as key components of the national innovation system.This paper compares the similarities and differences between Chinese and foreign universities in the construction of scientific and technological innovation service systems,exploring four primary models:university-enterprise joint R&D,intermediary agencies,incubators,and industry-universityresearch collaboration.It is found that although Chinese universities have made progress in the transformation of scientific and technological achievements,they still face issues such as inadequate incentive mechanisms,limited financial support,and weak construction of collaborative innovation networks.In response to these challenges,recommendations are proposed to strengthen policy support,optimize financial input,enhance market-oriented operation capabilities,and deepen industry-university-research cooperation,aiming to build a more efficient,collaborative,and open scientific and technological innovation service system for higher education institutions,thereby promoting the effective conversion of scientific and technological achievements and improving the overall level of national science and technology.
