摘 要:随着我国经济进入新常态,电力消费的增长速度持续高于能源需求总量的增速,电力工业进入提质增效、科学发展的关键时期。火电建设项目由于资金投入大、建设周期长、技术性强以及管理复杂等特点,面临多种潜在的风险因素。基于此,系统分析了2×660 MW火电工程项目建设过程中涉及的技术、管理、市场、政策和自然等方面的风险,并结合国内外先进的风险管理理论,构建了科学合理的风险预控体系,为完善风险预控提供支持。同时,通过实证案例验证该体系的有效性和实用性,为火电工程项目的风险预控提供理论依据和实践指导。With China̓s economy entering a new normal,the growth rate of electricity consumption continues to exceed the growth rate of total energy demand,and the power industry has entered a critical period of improving quality,efficiency,and scientific development.Due to the characteristics of large capital investment,long construction period,strong technicality,and complex management,thermal power construction projects face various potential risk factors.Based on this,the system analyzed the technical,management,market,policy,and natural risks involved in the construction process of the 2×660 MW thermal power project,and combined with advanced risk management theories at home and abroad,constructed a scientific and reasonable risk prevention and control system to provide support for improving risk prevention and control.At the same time,the effectiveness and practicality of the system are verified through empirical cases,providing theoretical basis and practical guidance for risk prevention and control of thermal power engineering projects.
