摘  要:《湖州市绿色建筑专项规划(2022—2030年)》于2023年正式发布,该规划在既有规划基础上,通过强化既有指标和增设创新性控制要求,构建了涵盖节能降耗、可再生能源利用、建筑碳排放限额等维度的全生命周期监管体系,对新建民用建筑提出更高标准的低碳建造要求。尽管当前建设行业面临转型升级压力,但预计到规划期末,湖州市新建建筑绿色低碳性能将实现系统性提升。该规划的有效落地是地方建设主管部门推进建筑领域碳达峰工作的重要抓手,对绿色建筑专项规划的全流程实施要点进行研究具有重要意义。基于《湖州市绿色建筑专项规划(2022—2030年)》,对其绿色建筑与建筑节能监管全流程体系进行研究,分析在其实施过程中将要面临的主要问题和优化途径,进一步推进绿色建筑和绿色建造,助力城乡建设领域的“碳达峰碳中和”。“Huzhou City Green Building Special Plan”(2022-2030)was officially released in 2023.On the basis of the existing plan,the plan strengthens the existing indicators and adds innovative control requirements,builds a full life cycle regulatory system covering dimensions such as energy saving,renewable energy utilization,building carbon emission limits,etc.,and puts forward a higher standard of low-carbon construction requirements for new civil buildings.Although the construction industry is currently facing the pressure of transformation and upgrading,it is expected that by the end of the planning period,the green and low-carbon performance of new buildings in Huzhou City will realize systematic improvement.The effective implementation of green building special planning is an important hand for local construction authorities to promote"carbon peak"in the construction field,and it is of great significance to study the implementation points of the whole process of green building special planning.Based on the Huzhou Green Building Special Plan(2022-2030),this study examines the whole process system of green building and building energy efficiency supervision,analyzes the main problems and optimization paths that will be faced during the implementation of the new version of the Green Building Special Plan(2022-2030),and further promotes green building and green construction to help the urban and rural construction fields to“carbon peak and carbon neutral”in the field of urban and rural construction.
