农地社会保障功能与农地流转:理论研究与实证分析

摘　　要：使用完全但不完美信息动态博奔,从理论上分析买卖双方农户或农业生产企业在农地流转决策上的纳什均衡,并基于2020年CFPS微观数据库中4634户农户家庭数据采用二元Logit模型进行实证检验.结果显示:从货币化角度,目前农地的社会保障功能是农村社会保障水平的三倍,农地为农户提供了非正式的社会保障;农地的社会保障功能越强,农地流转的概率越高.得出结论:注重提高农村社会保障水平,以完善的农村社会保障制度替代农地承载的非正式社会保障功能,促进农民非农就业,推进农村基础交通设施建设,保障农地流转实现适度规模经营。Using the complete but imperfect information dynamic game,theoretically analyze the Nash equilibrium of farmers and agricultural production enterprises in the decisionmaking of agricultural land transfer and adopt the binary Logit model based on the data of 4634 households in the 2020 CFPS micro-database.Conduct an empirical test.The results show that from the perspective of monetization,the current social security function of agricultural land is three times that of rural social security.Agricultural land provides informal social security for farmers;the stronger the social security function of agricultural land,the probability of agricultural land circulation the higher.It is concluded that the focus should be on improving the level of rural social security,replacing the informal social security function of agricultural land with a sound rural social security system,promoting non-agricultural employment of farmers,promoting the construction of rural basic transportation facilities,and ensuring the transfer of agricultural land to achieve moderate scale operations.
