新质生产力视域下档案人才要素化转型与融合化发展研究——以公立医院为例

摘　　要：在新质生产力视域下,档案行业的人才发展与技术创新正逐步融合,成为推动档案治理现代化的关键因素。本研究聚焦档案人才要素化转型与融合化发展策略,以公立医院档案(病案)机构为例,深入探讨档案人才在数字化、智能化背景下的角色定位及能力重塑。通过分析公立医院在病案管理中对数据能力、技术应用、跨领域协同以及人力资源成本管理的需求,揭示新质生产力对档案人才发展的驱动作用,并提出实现人才培养与医院管理协同发展的互动路径。研究认为,档案人才的要素化转型需要在知识、技能、素质与价值观层面实现结构性提升,而融合化发展则需依托数据驱动、跨学科合作与技术应用创新,推动档案管理从传统服务向支撑医院治理和健康管理的转型升级。In the context of new quality productive forces,the integration of talent development and technological innovation in the archival industry is gradually becoming a key factor driving the modernization of archival governance.This study focuses on the transformation and integrated development strategies of archival talent elements,taking the archives(medical records)institutions of public hospitals as an example to deeply explore the role positioning and capability reshaping of archival talent in the context of digitalization and intelligence.By analyzing the needs of public hospitals in medical record management for data capabilities,technology application,cross-disciplinary collaboration,and human resource cost management,this study reveals the driving effect of new quality productive forces on the development of archival talent.It proposes an interactive path for achieving coordinated development between talent cultivation and hospital management.The research suggests that the elemental transformation of archival talent requires structural enhancement at the levels of knowledge,skills,qualities,and values.Meanwhile,integrated development relies on data-dr iven approaches,interdisciplinary cooperation,and innovative technology applications to promote the transition and upgrading of archival management from traditional services to supporting hospital governance and health managemen t.
