摘　　要：社会主义基本经济制度既体现了公有制为主体、按劳分配为主体和更好发挥政府作用的社会主义本质属性,又充分发挥了市场在资源配置和要素分配上的激励功能,推动了社会主义与市场经济的有机结合。本文尝试进一步深入研究阐释新时代以来社会主义基本经济制度蕴含的三个重大理论创新,即所有制层面上以公有制为主体的所有制结构与市场经济的结合、分配制度层面上坚持劳动价值论与规范和引导资本健康发展的结合、市场经济体制层面上有效市场和有为政府的结合。通过深入研究阐释这三个结合的学理逻辑,进一步推动中国特色社会主义政治经济学的理论发展。The socialist basic economic system regards the three systems of“keeping public ownership as the mainstay of the economy and allowing diverse forms of ownership to develop side by side”,“keeping distribution according to work as the main body and coexistence of various modes of distribution”,and“the socialist market economic system”as the socialist basic economic system.It not only embodies the socialist essential attribute of public ownership as the main body,distribution according to work as the main body,and better play of the role of the government but also gives full play to the incentive function of the market in resource allocation and factor distribution and promotes the organic combination of socialism and market economy.It is a major theme of socialist political economy with Chinese characteristics,the core content of constructing China's independent economic knowledge system,and contains major theoretical innovation.This paper attempts to further study the three major theoretical innovations contained in the socialist basic economic system since the new era.Firstly,at the level of ownership,it is the theoretical innovation of the combination of ownership structure with public ownership as the main body and market economy.This is the core issue of the combination of socialism and market economy,which not only breaks the theoretical barriers of traditional Marxist economics but also breaks the belief of Western mainstream economics,indicating that the market economy can be combined with the private economy and the public economy.The market economy with private ownership as the main body is a capitalist market economy,while that with public ownership as the main body is a socialist market economy.A socialist market economy can overcome the inherent contradictions of a capitalist market economy and avoid the disorder and loss of overall macro or social interests caused by private capital in pursuit of its local interests.Secondly,at the level of the distribution system,it is necessary to adhere
