数字素养对农民创业决策的影响:来自CFPS的经验证据

摘　　要：基于2020年中国家庭追踪调查(CFPS)数据,采用Probit模型和工具变量法,实证分析数字素养对农民创业决策的影响效应及机制。结果表明:数字素养的提升有助于增强农民选择创业的倾向性,数字素养每提升1个单位,农民选择创业的可能性增加7.3%;机制检验发现,社交网络、正规信贷和风险辨别是数字素养影响农民创业决策的重要传导路径;异质性分析显示,数字素养对农民创业决策的影响效应具有较强的群体广泛性,女性、青壮年、相对贫困、高学历农民数字素养的创业决策效应表现得更为显著。据此,建议政府设立农民数字素养提升专项资金,实施农民数字素养培育行动计划,构建多元化的农民数字素养培训体系,发挥农民数字创业先锋的示范带头作用。Based on the data collected from China Family Panel Studies(CFPS)conducted in 2020,this paper empirically analyzed the effects and mechanisms of digital literacy on farmers’entrepreneurial decision making.The results shows that the improving farmers’digital literacy can help to enhance their tendency to choose entrepreneurship.For every 1 unit improvement of digital literacy,the possibility of farmers choosing entrepreneurship increases by 7.3%.The mechanism test shows that social network,formal credit and risk identification are the important transmission paths for digital literacy to affect farmers’entrepreneurial decision making.Heterogeneity analysis shows that the effect of digital literacy on farmers’entrepreneurial decision making has a strong group universality.Meanwhile,for women,young adults,the relatively poor,and the highly educated farmers,the effect is more obvious.Accordingly,it is suggested that the government set aside special fund to improve farmers’digital literacy,implement the action plan for cultivating their digital literacy,build a diversified farmers’digital literacy training system,and encourage digital entrepreneurship pioneers to play a leading role.
