地权稳定性对国有农场职工耕地质量保护行为的影响——基于制度环境的调节效应

摘　　要：基于新疆国有农场517份职工微观调查数据,运用有序Logit模型和调节效应模型,实证检验地权稳定性对国有农场职工耕地质量保护行为的作用机制及其影响效应。结果表明:确权颁证对国有农场职工耕地质量保护行为具有显著促进作用,而土地调整经历和调整预期对职工耕地质量保护行为产生负向影响。具体而言,地权稳定性对职工深松深翻、有机肥施用和测土配方施肥具有显著正向影响,但对作物轮作和地膜回收的影响不显著。进一步研究发现,激励和约束制度正向调节地权稳定性影响耕地质量保护行为的过程,而引导制度在这一过程中作用不显著。异质性分析显示,剩余承包期较长、参与合作社以及地处南疆的国有农场职工更倾向于采取耕地质量保护行为。据此,建议巩固国有农场地权制度改革成果,强化职工地权的稳定性和经营自主性,健全耕地质量保护的相关配套制度措施。The research method is based on the micro-survey data of 517 employees in Xinjiang stateowned farms.The ordered Logit and moderating effect models were used to test the mechanism and effect of the stability of land tenure stability on the quality protection behavior of cultivated land of employees in stateowned farms.The results show that confirmation and certification can significantly promote the cultivated land quality protection behavior of workers while workers’land adjustment experience and expectation have a negative impact on their land quality protection behavior.Although land tenure stability has a significant impact on workers’subsoiling and deep tillage,organic fertilizer application and soil testing and formula fertilization,it has no significant impact on crop rotation and plastic film recovery.Further research has found that the incentive system and the restraint system positively regulate the process of the stability of land tenure affecting the quality protection behavior of cultivated land while the guiding system has no significant effect in this process.Heterogeneity analysis shows that state-owned farm workers located in southern Xinjiang with longer remaining contract period are more inclined to adopt cultivated land quality protection behavior.It is concluded that in order to give full play to the protection effect of the land tenure stability on the quality of cultivated land,the reform of the farmland property rights system of state-owned farms should be consolidated,that the stability of land tenure and the autonomy of management should be strengthened,and that the relevant supporting system measures for the protection of cultivated land quality should be improved.
