摘　　要：作为国家治理能力基础的基层政策执行,是中国政策科学的重要研究议题,其核心问题是基层政策执行主体在制度复杂性制约下的行为选择。然而,经验研究的碎片化与理论解释的局部化使得该领域难以形成易对话、可递进的系统化知识体系。通过中国语境下对多重制度逻辑的“解构”并修订制度系统的理想型,可构建一个关于制度复杂性、组织应对策略与政策执行方式三者对应关系的理论解释框架;在其中,基层组织应对制度复杂性的混合、调用与区隔等策略及相应政策执行方式的选择机理得以呈现。这样,原先看似离散的众多执行方式和孤立的相关概念便得到了初步的整体性理论解释。制度复杂性无法被消除,但对制度逻辑间冲突的有效调节可显著消长复杂性对基层政策执行的消极和积极作用,实现基层政策执行对国家治理的可靠支撑。将制度复杂性引入基层政策执行研究,不仅有望助力中国自主的政策科学知识体系的发展,更是向世界呈现中国社会科学理论自信的一种努力。By deconstructing multiple institutional logics within the Chinese context and refining the ideal-type model of institutional systems,a theoretical explanatory framework can be constructed to illustrate the interplay among institutional complexity,organizational coping strategies,and policy implementation methods.Within this framework,strategies such as hybridization,mobilization,and segmentation—adopted by grassroots organizations to address institutional complexity—are delineated,alongside the mechanisms governing the selection of corresponding policy implementation methods.This approach provides a preliminary holistic explanation for an array of seemingly disparate implementation practices and isolated concepts.While institutional complexity cannot be eradicated,effective mediation of conflicts between institutional logics can significantly mitigate its adverse effects or amplify its constructive contributions to grassroots policy implementation,thereby bolstering its role as a reliable pillar of national governance.Introducing institutional complexity into grassroots policy implementation research not only contributes to the development of China's independent policy science knowledge system but also represents an effort to demonstrate the theoretical confidence of Chinese social sciences to the world.
