摘　　要：化工企业承包商安全管理是保障企业生产安全、提升管理能力和促进合作的重要环节。当前化工企业在承包商安全管理模式中面临一系列问题,包括资格审查不严格、人员流动性较大、承包商自身安全管理能力不足、化工企业对作业人员培训教育不到位以及作业过程监管不到位。本文通过以实际事故案例为例,提出优化策略:明确HSE职责、严把资格审查关、严格承包商人员入厂管理、考察承包商的安全管理能力、落实承包商教育培训和施工过程监管。旨在为企业实施承包商管理模式提出建议,促进企业与承包商之间的有效合作,并推动双方安全管理水平的全面提升。The safety management of contractors in chemical enterprises is an important link to ensure the safety of production,improve management ability and promote cooperation. At present, chemical enterprises are facing a series of problems in the contractor safety management mode, including the lack of strict qualif ication examination, the large mobility of personnel, the lack of contractor's own safety management ability, the inadequate training and education of operators in chemical enterprises,and the inadequate supervision of the operation process. Taking the actual accident case as an example, this paper puts forward the optimization strategy: clear HSE responsibilities, strict qualif ication examination, strict management of contractor personnel,investigation of contractor's safety management ability, implementation of contractor education and training and construction process supervision. The purpose of this paper is to put forward suggestions for enterprises to implement contractor management mode, promote effective cooperation between enterprises and contractors, and promote the overall improvement of safety management level of both parties.
