以存量空间为导向的产业园区更新规划研究

摘　　要：研究了秉承国家城市更新的总体要求和产业园区发展要素之间的关系,通过调查实际存量园区的管委会和重点企业的发展情况和困难诉求,梳理产业园区内存量空间盘活的核心困难和问题,提出不同权属存量空间的流转方式,以及鼓励企业高效能提升存量土地的方式方法和政策条件,以促进园区主导产业提升、完善园区配套为中心,重点强化存量空间回收政策、鼓励市场化盘活存量空间等手段,最终形成以存量空间整理为基础、结合产业研究、政策探索以及配套设施建议等方面的存量产业园区更新工作模板。This paper studies the adhering to the overall requirements of national urban renewal and the relationship between the development elements of the industrial park,investigates the development situation and difficulties of the management committee and key enterprises of the actual stock park,and sorts out the core difficulties and problems of the revitalization of the stock space in the industrial park.Put forward the transfer methods of different ownership stock space,as well as the methods and policy conditions to encourage enterprises to improve the stock land efficiently.To promote the leading industry,improve the park as the center,focus on strengthening stock space recycling policy,encourage marketization revitalize the stock space,eventually form on the basis of stock space sorting,combined with industry research,policy exploration and supporting facilities Suggestions of stock industrial park update work template.
