摘 要:基础设施REITs是“十四五”期间一项重大的投融资机制创新,能够有效发挥财政政策与货币政策的传导机制作用,是连接实体经济与金融市场的重要桥梁。基础设施REITs推出四年多以来,持续稳步向好发展,监管体系基本形成、发行节奏稳步提升、资产类别持续丰富均衡、投资结构更加成熟。但从规模、质量、市场等实践指标看,基础设施REITs与我国股票、债券等金融工具及发达国家REITs仍有一定差距。为此,要贯彻落实中央经济工作会议精神,打好基础设施REITs政策“组合拳”,以基础设施REITs高质量发展夯实“十五五”时期我国高质量发展的建设资金基础。Infrastructure REITs is a major innovation in investment and financing mechanisms introduced by the Central Committee of the Communist Party of China and the State Council during the 14th Five-Year Plan period.It can effectively play the role of the transmission mechanism of fiscal and monetary policies,and serve as an important bridge connecting the real economy and the financial market.Since its launch over four years ago,infrastructure REITs has continued to develop steadily and positively,with a basically established regulatory system,a steadily increasing pace of issuance,a continuously diverse and balanced asset class,and more mature investors.However,in terms of scale,quality,and market,there is still a considerable gap between infrastructure REITs and other financial tools such as stocks and bonds in China,as well as REITs in developed countries.To implement the spirit of the Central Economic Work Conference,we must roll out a combination of infrastructure REITs policies and promote the highquality development of infrastructure REITs to lay a solid foundation for the construction funds during the 15th Five-Year Plan period for China's high-quality development.
