摘　　要：在全球科技革命与产业变革加速演进的趋势下,低空经济作为一种战略性新兴经济形态,正成为推动我国经济高质量发展的新动能。“十五五”时期是我国低空经济从区域性试点向全国性规模化跃迁的关键跃升期。在国家空域管理改革不断深化、新型基础设施加速布局和产业政策持续优化的背景下,低空经济迎来政策红利释放、技术迭代加速与场景需求井喷的三重机遇。本文基于“场景-技术-产业”融合视角,梳理了低空经济的内涵特征、发展态势与战略政策布局,剖析其发展基础与面临的挑战,进而提出“十五五”时期促进低空经济高质量发展的对策建议。展望未来,低空经济高质量发展不仅需要前沿技术创新突破,更要重视场景驱动科技和产业深度融合互促,推动形成低空安全创新发展的活力生态,加快培育壮大低空新质生产力。Amid the global wave of technological revolution and industrial transformation,the low-altitude economy,as a strategic emerging economic form,is becoming a new driving force for China's new quality productive forces and high-quality economic development.The 15th Five-Year Plan period marks a critical leapfrog stage for the low-altitude economy,transitioning from regional pilot programs to nationwide scalability.Driven by the deepening of national airspace management reforms,accelerated deployment of new infrastructure,and continued optimization of industrial policies,the low-altitude economy is now presented with triple development opportunities:the release of policy dividends,accelerated technological iteration,and surging market demand.This study systematically analyzes the intrinsic characteristics,development trends,and strategic policy frameworks of the low-altitude economy from the perspective of context-technologyindustry integration.It further examines its foundational conditions and existing challenges,proposing strategic insights and countermeasures to promote its high-quality development.The research highlights that the growth of the low-altitude economy not only requires breakthroughs and innovations in cutting-edge technologies but also demands deep integration across scenario applications and industrial collaboration to establish systematic competitive advantages.By constructing efficient integration mechanisms,the low-altitude economy is poised to achieve transformative breakthroughs on the path of high-quality development,injecting new momentum into the sustainable development of the economy and society.
