系统有力推进我国低空经济高质量发展

摘　　要：低空经济是开发利用低空空域的各类产业及相关经济活动的总和,作为战略性新兴产业,其科技含量高、产业链条长、应用场景多、使用主体多元、涉及领域广,具有明显的新质生产力的特征。我国低空经济实践积累逐步增加,产业发展势头迅猛,新业态加快拓展,面临高位推动、政策有力、保障到位的特殊机遇,但存在核心技术掌握不足、发展基础较为薄弱、产业整体实力不强等困难,整体呈现优势多于劣势、机遇多于挑战的增长型特点,具备强劲的增长潜力。建议综合施策、系统考虑、扬长避短、有序推进,系统有力推动我国低空经济高质量发展。The low-altitude economy represents the aggregate of industries and economic activities that capitalize on the utilization of low-altitude airspace.As a strategic emerging industry,it is distinguished by its high technological sophistication,extensive industrial linkages,a multiplicity of application scenarios,a diversity of user entities,and a broad spectrum of involved domains,manifesting clear attributes of new quality productive forces.In China,the accumulation of practical experience in the low-altitude economy has been progressive,with the industry exhibiting a robust and rapid development trajectory and the new business forms expanding.It is presented with distinctive opportunities driven by high-level initiatives,robust policy frameworks,and comprehensive safeguard mechanisms,yet it is also confronted with significant challenges such as insufficient mastery of core technologies,relatively weak development foundation and industrial strength,etc.The prevailing condition indicates the great potential of low-altitude economy in China It is advised to implement a holistic policy approach,adopt a systematic consideration,amplify strengths while mitigating weakness,and foster the high-quality development of China's low-altitude economy systematically and vigorously.
