城市发展低空经济实践路径研究

摘　　要：低空经济是战略性新兴产业,也是新质生产力的典型代表。推动低空经济发展,既是塑造城市发展新动能新优势、构建现代化产业体系的必然要求,也是更好赋能超大城市现代化治理、创造高品质生活的重要举措。本文以重庆市为例,首先从产业基础、创新资源、应用场景、改革试点、市场空间等角度分析其发展低空经济的基础条件和比较优势;其次从空域资源、基础设施、服务保障能力等方面面临的挑战与国外发展模式的经验中,分析低空经济进一步发展的方向;最后从坚持科技创新驱动、突出应用场景牵引、加强基础设施支撑、深化低空空域改革、做好法规政策引导等方面提出城市发展低空经济的实践路径。Low-altitude economy is a strategic emerging industry and a typical representative of new quality productive forces.Promoting the development of the low-altitude economy is not only an inevitable requirement for shaping new driving forces and advantages for urban development and building a modern industrial system but also an important measure to better empower the modern governance of megacities and create high-quality life.Taking Chongqing as an example,this paper first presents the basic conditions and comparative advantages for developing the lowaltitude economy from the perspectives of industrial foundation,innovation resources,application scenarios,pilot reforms,and market space.Secondly,it analyzes the direction for further development of the low-altitude economy based on issues in airspace resources,infrastructure,service guarantee capabilities,and experiences from foreign development models.Finally,it proposes practical paths for urban development of the low-altitude economy in terms of adhering to scientific and technological innovation drive,highlighting the traction of application scenarios,strengthening infrastructure support,deepening reforms in low-altitude airspace,and providing effective guidance through laws and policies.
