关键核心技术攻关新型举国体制的学理探析——基于协作生产力的视域

摘　　要：健全关键核心技术攻关新型举国体制,是保障国家安全与战略利益、推动经济高质量发展、加快产业转型升级的必然要求。分工协作就是生产力,是对生产力丰富性本质的揭示。关键核心技术攻关新型举国体制是适应科技创新大联合、大协作、大攻关的科技创新体制。协作生产力与关键核心技术攻关新型举国体制具有深层次的理论联系。基于协作生产力的视域,本文从四个方面阐释关键核心技术攻关新型举国体制的制度优势,即具备党的领导“最大优势”,以共同理想凝聚协同攻关合力,具备系统性、整体性、协同性的宏观视野,有效弥补科技创新领域的市场失灵;提出关键核心技术攻关新型举国体制的构建路径为激发创新主体的潜在能力、完善创新主体协同治理机制、降低关键核心技术攻关的成本、提高关键核心技术攻关的效益;从领导模式、协同模式、开放合作模式和工作模式四个方面探讨关键核心技术攻关新型举国体制的实现模式。本文研究有助于推进科技治理体系和治理能力的现代化,提升国家创新体系整体效能。In recent years,Western countries have intensified their technological blockade against China,leading to stranglehold problems in core technologies in key fields and threatening the security of the industrial chain and supply chain in China.The key to achieving breakthroughs in core technologies in key fields is to optimize the organizational mechanism of major scientific and technological innovation.The organization and operation of the new system for mobilizing resources nationwide characterized by scientific coordination,concentrated efforts,optimized mechanisms,and collaborative problemsolving help pool all our resources to complete major missions,address the stranglehold problems in core technologies in key fields,and safeguard national security and interests.Based on the collaboration dimension of Marx’s productivity theory,this study investigates the operation mechanism of the new system for mobilizing resources nationwide to achieve breakthroughs in core technologies in key fields from the perspectives of division of labor and collaboration.The mode of co‑operation,as a productive force,has multiple effects,such as stimulating the initiative of production entities,establishing management authority,saving production costs,and expanding the spatial scope of labor.Relying on the solid institutional support of socialism with Chinese characteristics,the new system for mobilizing resources nationwide to achieve breakthroughs in core technologies in key fields is a unique organizational model that promotes the coupling of division of labor and collaboration and is mission‑driven.It possesses the greatest advantage of Party leadership,unites collaborative efforts through a common ideal,offers a macroscopic perspective with systematicness,integrity,and coordination,and provides institutional advantages such as effectively addressing market failures in the field of scientific and technological innovation.From the perspective of collaborative productivity,constructing the new system for mobilizing resources na
