摘　　要：智慧公安平台是智慧城市建设和城市精细化治理的基础工程,随着社会经济的飞速发展、警情警务的日益复杂,智慧公安数字化建设和应用水平也必须不断提升,从“二维”走向“三维”。基于实景三维地理实体建设,结合公安业务需求,重点研究了空地立体的空间数据采集与分层分户建模、“业务驱动”的地名地址数据库更新、基于空间约束的多源信息融合等关键技术方法,在此基础上建设了智慧公安三维平台,实现了面向实战的警务赋能支撑能力。The smart public security platform is a fundamental project for the construction of smart cities and the refinement of urban governance.With the rapid development of social economy and the increasing complexity of police affairs,the level of digital construction and application of smart public security must also be continuously improved,constantly moving from 2D to 3D.Based on the construction of real scene 3D geographical entities and combined with the needs of public security business,we studied the key technical methods such as spatial data collection and hierarchical household modeling technology for land and space,business-driven place name and address databases update method,and multi-source information fusion technology based on spatial constraints,and constructed a smart public security 3D platform to achieve practical police empowerment and support capabilities.
