摘　　要：《建设项目竣工环境保护验收暂行办法》的施行,将建设项目环保验收的责任主体转变为建设单位。在缺乏生态环境部门背书的情况下,建设单位所肩负的责任显著增大。新模式下,建设单位需直面环保设施合规性、信息公开透明性、验收程序规范性等多重挑战。系统梳理了建设项目竣工环保自主验收过程中的关键问题,并提出针对性优化路径,以期为建设单位提升环保验收质量、规避法律风险提供参考。The implementation of the Interim Measures for the Acceptance of Environmental Protection upon Completion of Construction Projects has shifted the primary responsibility for environmental protection acceptance to construction entities.In the absence of endorsement from ecological and environmental authorities,the legal obligations borne by construction entities have significantly increased.Under this new framework,construction entities now face multifaceted challenges including ensuring compliance of environmental protection facilities,maintaining transparency in information disclosure,and standardizing acceptance procedures.Systematically identifies the key issues in the self-administered environmental protection acceptance process for completed construction projects and proposes targeted optimization strategies.The findings aim to provide practical guidance for construction entities to enhance the quality of environmental acceptance procedures and mitigate legal risks.
