摘　　要：重点项目不仅是扩大有效投资的重要手段,也是稳住经济大盘的重要支撑,推动高质量发展的重要基石。为系统分析在城市重点项目管理中引入全生命周期管理模式,实现闭环管理的目的,以杭州市为例,通过对市重点项目管理的成效和存在问题的分析,并借鉴上海、深圳、成都等城市的先进管理经验和杭州市区县(市)的有效实践做法,提出基于全生命周期视角的城市重点项目管理优化对策建议:1)科学谋划项目前期储备,明确重点项目标准定位;2)健全协调管理运转体系,加强项目建设要素保障;3)建立项目事后评价机制,拓宽评价结果应用场景;4)搭建重点项目管理系统,提升数字化改革赋能成效。本研究结果不仅有利于推动后亚运时期杭州市经济建设的高质量发展,也能为全国各城市优化构建重点项目管理模式提供典型样板。Key projects are not only an important means to expand effective investment,but also a crucial support for stabilizing the economic situation and a fundamental cornerstone for promoting high-quality development.To systematically analyze the introduction of the full life cycle management model in the key project management of cities and achieve closed-loop management objectives,Hangzhou was taken as a case example.Through analyzing the achievements and existing problems in the city\s key project management,and drawing on the advanced management experiences from cities such as Shanghai,Shenzhen,and Chengdu,as well as the effective practices from Hangzhou\s districts and counties(cities),optimization countermeasures and suggestions were proposed for the management of key projects in cities from the perspective of the full life cycle:1)scientifically plan the pre-project reserve and clearly define the standards and positioning of key projects;2)improve the coordination and management operation system and strengthen the element guarantee for project construction;3)establish a post-project evaluation mechanism and expand the application scenarios for evaluation results;4)build a key project management system and enhance the effectiveness of digital reform empowerment.The results of this study not only contribute to promoting the high-quality economic development of Hangzhou in the post-Asian Games period,but also provide a typical model for cities nationwide to optimize and construct their key project management frameworks.
