摘  要:承保不精确是长期困扰我国农业种植业保险健康可持续发展的突出问题。通过农业种植业保险“一张图”采编制一体化作业,实现保单与地块相对应,科学严谨地解决保险公司承保标准无法统一的问题,减少人为因素的干扰,可为下一步精准理赔提供科学数据支撑。本文以土默特左旗台阁牧镇瓜房子村为例,采用遥感、北斗定位和地理信息系统技术,设计、研发了农业种植业保险软件,通过全流程地块遥感解译、图斑属性调查、地块一张图制作和精度验证等技术环节,有效地解决了精确承保问题,并基于“一张图”,于2023年完成了内蒙古自治区7个旗(县)770万亩、青海省门源县45.1万亩的承保任务。本文所述方法有助于加快推进农业保险高质量发展,提升农业种植业保险精准管理水平。Inaccurate underwriting has long been a prominent issue hindering the healthy and sustainable development of agricultural planting insurance in China.Therefore,it is necessary to adopt an integrated operation of“one map”for agricultural planting insurance,ensuring that each insurance policy corresponds to a specific plot to scientifically and rigorously resolve the problem of inconsistent underwriting standards among insurance companies and reduces the interference of human factors.Moreover,it provides scientific data support for precise claims settlement in the future.Taking Guafangzi Village,Taige Mu Town,Tumote Zuo Banner as an example,this paper adopts remote sensing,Beidou positioning and geographic information system technologies to design and develop agricultural planting insurance software.Through technical links such as full-process remote sensing interpretation of plots,investigation of plot attribute information,creation of one map for plots and accuracy verification,the problem of inaccurate underwriting has been effectively solved.Based on“one map”,the underwriting tasks for 7.7 million mu in 7 counties and banners of Inner Mongolia Autonomous Region and 451,000 mu in Menyuan County,Qinghai Province were completed in 2023.The method described in this paper is helpful to ac‐celerate the high-quality development of agricultural insurance and improve the precision management of agricultural planting insurance.
