大食物观下超大规模城市粮食安全保障路径研究——以成都市为例

摘　　要：大食物观为探究农业生产与食物消费之间的内在联系提供了全局性和系统性视角。从大食物观来看,超大规模城市存在消费需求旺盛、供给能力有限、流通体系复杂、粮食储备和应急保障要求高等特征。兼顾粮食生产能力与配置效率、并举粮食储备安全与应急保障、统一粮食质量安全管理与风险防控体系是超大规模城市保障粮食安全的要求。为此,研究以成都市为例,分析超大规模城市面临的粮食供需矛盾加剧、粮食供应链韧性不足、质量安全风险隐患凸显、应急储备体系亟待完善、国际粮食市场风险增加等问题。为了更好地保障超大规模城市粮食安全,需要以科技创新赋能粮食生产提质增效、构建现代化农产品供应链体系、引导居民形成科学的膳食习惯、完善政府主导下的粮食储备体系、立足国内资源开展全球粮食贸易。The “Greater Food” approach provides a holistic and systematic perspective for exploring the intrinsic connections between agricultural production and food consumption. From this perspective, megacities are characterized by strong consumer demand, limited supply capacity, complex distribution systems, and high requirements for grain reserves and emergency security. Balancing grain production capacity with allocation efficiency, integrating grain reserve security with emergency response, and unifying grain quality and safety management with risk prevention are essential for ensuring food security in megacities. To this end, this study takes Chengdu as an example and analyzes the challenges faced by megacities, including intensified food supply and demand contradictions, insufficient resilience of the food supply chain, prominent quality and safety risks, the urgent need to improve the emergency reserve system, and increased risks in the international grain market. To better ensure food security in megacities, it is necessary to empower grain production with technological innovation, build a modern agricultural supply chain system, guide residents to form scientific dietary habits, improve the government-led grain reserve system, and conduct global grain trade based on domestic resources.
