基于城市更新视角的老旧小区嵌入式服务设施建设研究——以杭州市大关街道为例

摘　　要：当前,城市更新已经上升为国家战略。政府推出一揽子政策发展城市社区嵌入式服务设施,旨在优先推进老旧居住区宜居改造。本文以杭州市拱墅区大关街道为例,分析其聚焦“一老一小”等重点人群需求,推进嵌入式服务设施建设的具体做法,从盘活存量资源、集成服务配套、强化长效管理、联动多方力量、建立机制保障等方面梳理经验,希望为其他项目提供参考和借鉴。Since urban renewal has currently been elevated to a national strategy,a package of policies has been launched to develop embedded service facilities in urban communities,aiming to prioritize the livable transformation of old residential areas.This article takes Daguan Street in Gongshu District,Hangzhou City as an example to analyze the specific practices of focusing on the needs of key groups such as“the elderly and the children”and promoting the construction of embedded service facilities.It summarizes the experience from the aspects of revitalizing existing resources,integrating service facilities,strengthening long-term management,linking multiple stakeholders,and establishing safeguard mechanisms and so on,which could provide reference and inspiration for other similar projects.
