基于海关特殊监管区域贸易数据对我国对外贸易发展趋势探析

摘　　要：近年来,我国海关特殊监管区域在对外贸易领域成果斐然。以2024年为例,在贸易规模上,全年进出口总额实现稳健增长,高新技术产品出口占比显著提高,贸易结构持续优化。从区域结构来看,东部沿海区域凭借自身优势名列前茅,中西部区域发展势头强劲,各区域间协同发展的良好格局初显。产业发展方面,呈现出明显的创新驱动特征,传统产业加速创新升级,新兴产业加速集聚,“保税+”等新业态不断涌现。这些成就的取得,得益于产业集群与企业创新的有力支撑、区域差异化战略与协同合作的有效实施及政策优惠与监管创新的积极推动。海关特殊监管区域对外贸易的发展,为东部产业向中西部转移搭建了平台,带动了中西部地区的产业发展;充分体现了政策导向作用,通过先行先试开放政策,有力推动开放型经济体制构建;满足了国内市场需求,积极拓展国际市场,推动了贸易市场多元化。China’s special customs supervision areas have achieved outstanding results in the fi eld of foreign trade.Taking 2024 as an example,the total import and export volume steadily increased,the proportion of high-tech product exports increased,and the trade structure continued to optimize.In terms of regional structure,the eastern coastal region ranks among the top with its advantages,while the central and western regions have developed rapidly,and the pattern of coordinated development among various regions has begun to emerge.The development of industries presents innovation-driven characteristics,with traditional industries undergoing innovation and upgrading,emerging industries accelerating their agglomeration,and new forms of“bonded+”emerging continuously.Behind these achievements,industrial clusters and enterprise innovation,regional diff erentiation strategies and collaborative cooperation,policy incentives and regulatory innovation all play important roles.The development of foreign trade in customs special supervision zones has provided a platform for the transfer of industries from eastern China to the central and western regions,thereby driving industrial development in those areas.It fully refl ects the guiding role of policy by implementing pilot opening-up measures that have strongly promoted the construction of an open economic system.Additionally,it has met domestic market demand,actively expanded into international markets,and promoted trade diversifi cation.
