摘　　要：安徽作为华东地区的能源大省,实现“双碳”目标任重道远。立足能源资源禀赋,统筹处理好控煤减煤和安全保供的关系,利用市场逻辑和资本力量实现政府产业意志和发展战略,坚持有为政府和有效市场融合,实施国有资本投资逆周期和跨周期调节,增强国有经济战略保障核心功能,发挥国有资本在“双碳”行动中的驱动作用,加快绿色低碳产业布局和发展,服务国家战略,培育发展新质生产力。As a major energy province in East China,Anhui faces a significant challenge in achieving its"dual carbon"goals.Building on its energy resource endowment,it is essential to balance the relationship between coal control and reduction and energy security and supply,realize the government's industrial will and development strategy by leveraging market logic and capital strength,integrate proactive government actions with an effective market,implement counter-cyclical and cross-cyclical adjustments through state-owned capital investment,enhance the strategic guarantee function of the state-owned economy,drive the"dual carbon"initiative through state-owned capital,accelerate the layout and development of green and low-carbon industries,serve national strategies,and foster the development of new productive forces.
