摘 要:目的:对医防融合政策文本进行量化评价,精准识别现行政策的核心要素及可能存在的政策偏差,为进一步优化和完善医防融合政策体系提供科学的参考依据和坚实的理论支撑。方法:以2018-2023年国家层面出台的15项医防融合政策为研究对象,运用文本挖掘技术进行高频词汇提炼和语义网络分析。为全面评估医防融合政策的实施效果,构建PMC指数模型,从多维度进行科学量化评价,深入探究现有医防融合政策的优势与不足,以期为未来政策的优化和完善提供有力的数据支持和理论依据。结果:15项医防融合政策的PMC指数均值为7.03,总体政策等级为优秀,其中7项政策为优秀、8项政策为良好。医防融合政策在政策性质界定、政策工具运用、政策效果评价以及政策信息公开等方面相对较完善。然而,在政策更新的时效性、政策对象的多元化以及政策内容的具体实施细节上仍存在一定的改进和优化空间。结论:为推动医防融合政策体系的持续完善,在未来的政策规划与制定中,需要对政策时效进行合理调整,积极引导和激励多元主体共同参与,进一步充实和优化政策内容,不断提高医防融合政策的质量,从而为推动医防融合事业高质量发展提供更为科学、全面的指导。Objective:To conduct a quantitative evaluation of medical-prevention integration policy texts,accurately identify the core elements and potential policy deviations in existing policies,and provide a scientific reference and solid theoretical foundation for further optimization and improvement of the policy system.Methods:Using 15 national-level medical-prevention integration policies issued between 2018 and 2023 as research objects,text mining techniques were applied to extract high-frequency vocabulary and perform semantic network analysis.To comprehensively assess the effectiveness of policy implementation,a PMC index model was constructed for multidimensional scientific quantification,enabling an in-depth analysis of policy strengths and weaknesses and providing data support and theoretical insights for future policy optimization.Results:The average PMC index score for the 15 policies was 7.03,indicating an overall excellent policy rating,with 7 policies rated as excellent and 8 as good.The policies were relatively well-developed in terms of policy definition,tool application,effect evaluation,and information disclosure.However,areas requiring improvement included the timeliness of policy updates,the diversification of policy targets,and the specificity of policy implementation details.Conclusion:To continuously enhance the medical-prevention integration policy system,future policy planning and formulation should rationally adjust policy timeliness,actively encourage the participation of diverse stakeholders,further refine and optimize policy content,and improve policy quality.These measures will provide more scientific and comprehensive guidance for the high-quality development of medical-prevention integration.
