摘　　要：目的:在加强公立医院内部控制大背景下,构建公立医院内部控制风险评估指标体系,为监测、评估、防范、化解医院经济活动及相关业务活动产生的风险提供决策支持。方法:通过文献研究,掌握当前研究进展及存在问题;经过两轮德尔菲法,确定指标体系框架;运用层次分析法对指标进行赋权。结果:经过两轮专家打分,最终构建出由2个一级指标、17个二级指标和88个三级指标组成的适应公立医院管理需求的风险评估指标体系。结论:本研究构建的风险评估指标体系探索出了一条将医院经济运行风险定量化评估的路径,具有一定的科学性、可操作性和实用性;较定性评估方法,本指标体系具有评估可量化、结果可比较的优点,适用于指导公立医院风险评估实践。Objective:Under the background of strengthening internal control in public hospitals,this study aims to construct a risk assessment indicator system for internal control in public hospitals,providing decision support for monitoring,assessing,preventing,and mitigating risks arising from economic and related business activities.Methods:A literature review was conducted to understand the current research progress and problems.The Delphi method was applied in two rounds to determine the framework of the indicator system,and the analytic hierarchy process was used to assign weights to the indicators.Results:After two rounds of expert scoring,a risk assessment indicator system was established,consisting of 2 first-level indicators,17 second-level indicators,and 88 third-level indicators,meeting the management needs of public hospitals.Conclusion:The indicator system developed in this study explores a quantitative evaluation path for economic operation risks in hospitals,demonstrating scientific validity,operability,and practicality.Compared with qualitative evaluation methods,this system allows for quantifiable assessments and comparable results,making it applicable for guiding risk assessment practices in public hospitals.
