摘　　要：城乡融合发展是中国式现代化的必然要求,也是新征程上进一步全面深化农村改革的重要目标。本文对深化农村改革与城乡融合发展的辩证关系和关键内涵进行了分析,并在此基础上探讨了以深化农村改革推动城乡融合发展的重点维度、现实挑战与关键举措。研究表明,深化农村改革与城乡融合发展具有深刻的内在关联,二者辩证统一于中国式现代化的伟大实践之中;从现实情境来看,城乡融合发展仍然面临经济失衡、空间割裂与社会阻隔等多维困境,突出表现为农村要素市场化配置机制尚不健全、城乡空间规划统筹机制有待完善、城乡流动人口权益保障机制亟待优化,以及城乡及不同领域改革联动性不足。本文提出,新征程上推进城乡融合发展,应当聚焦经济、空间和社会三个重点维度,进一步全面深化发展型农村改革、共享型农村改革和权益型农村改革,同时强化改革系统集成和联动协同,以促进城乡要素高效配置、空间合理布局与社会和谐发展,加快形成适应中国式现代化要求的城乡融合发展新格局。The integrated development of urban and rural areas is an inevitable requirement of Chinese modernization,and also an important goal of further comprehensively deepening rural reform on the new journey.This article analyzes the dialectical relationship and key connotations between deepening rural reform and urban-rural integration development,and on the basis of which it discusses the key dimensions,practical challenges and key initiatives to promote urban-rural integrated development by deepening rural reform.The study shows that deepening rural reform and urban-rural integration development have profound internal relations,and they are dialectically unified in the great practice of Chinese-style modernization;from a realistic perspective,the integrated development of urban and rural areas still faces multidimensional challenges such as economic imbalance,spatial fragmentation,and social barriers,which are highlighted by the incomplete market-oriented allocation mechanism of rural factors,the need to improve the overall planning mechanism of urban and rural spaces,the urgent need to optimize the mechanism for safeguarding the rights and interests of urban and rural migrant populations,and the insufficient linkage between urban and rural reforms and reforms in different fields.This paper proposes that promoting the integrated development of urban and rural areas on the new journey should focus on the three key dimensions of economy,space and society,further comprehensively deepen the reform of development oriented rural areas,sharing oriented rural areas and equity oriented rural areas,and at the same time strengthen the integration and coordination of reform systems,so as to promote the efficient allocation of urban and rural factors,rational spatial layout and harmonious social development,and accelerate the formation of a new pattern of integrated development of urban and rural areas that meets the requirements of Chinese modernization.
