摘　　要：乡村旅游的快速发展为破解农村集体行动困境夯实了经济基础,为提升农村公共事务治理能力和水平提供了新的动力。本文聚焦农村生活垃圾治理场景,基于四川省9585个行政村调查数据,系统考察乡村旅游发展对农村集体行动的影响效应及其作用机制。研究发现:第一,乡村旅游发展能够促进农村集体行动;第二,乡村旅游发展通过抑制村庄劳动力外流和促进村民收入水平提升等路径增强农村集体行动;第三,村干部领导力提升能够强化乡村旅游发展对农村集体行动的促进作用。这些发现为通过乡村旅游发展破解农村公共事务治理的“发展悖论”、强化经济发展效能向公共事务治理动能的有效转化,提供了理论证据和实践指导。The rapid development of rural tourism has strengthened the economic foundation for cracking the dilemma of rural collective action and provided a new impetus for optimizing the governance of rural public affairs.Based on the survey data of 9585 administrative villages in Sichuan Province,the article focuses on the rural household waste management and explore the impact and mechanism of rural tourism development on the rural collective action.The study finds that:first,rural tourism development can promote rural collective action;second,rural tourism development enhances rural collective action by suppressing the outflow of village labor and promoting the improvement of villagers'income level;third,the improvement of village cadres'leadership can strengthen the promotion effect of rural tourism development on rural collective action.These findings provide theoretical evidence and practical guidance for solving the"development paradox"of rural public affairs governance through rural tourism development,and for strengthening the effective transformation of the efficiency of economic development into the kinetic energy of public affairs governance.
