摘 要:随着运输机场改扩建项目推进,以及重大突发事件下的临时转场需求,如何安全、平稳、有序地转场运行逐渐成为行业焦点问题。本文基于业务连续性管理的理论原理,开展业务重要度分析,系统性识别业务流程关键路径,并进行关键资源差异性分析,最终得到可行性分析结论。本文以国内一线城市的大型枢纽民用运输机场为例,对该方法论开展实证分析研究。运输机场转场运行可行性分析框架有助于系统性识别转场关键资源,分析关键资源的配备能力,为有序推进转场运行提供参考依据。该研究框架可以用于新建机场转场工作,也可用于重大突发事件下的临时转场安排。With the advancement of transport airport reconstruction and expansion projects,as well as the emergence of the need for temporary transfers during major emergencies,how to achieve safe,smooth and orderly transfer and operation has gradually become a key issue in the industry.Based on the theoretical principles of business continuity management,this article conducts business importance analysis to systematically identify the critical paths of business processes,carries out difference analysis of key resources,and ultimately obtains a feasibility analysis conclusion.Taking large hub civil transportation airports in first-tier cities in China as an example,this article conducts empirical analysis and research on this methodology.The feasibility analysis framework for the transfer and operation of transport airports helps to systematically identify key resources for the transfer and analyze the ability to deploy key resources,providing reference for orderly progressing of the transfer and operation.This research framework can be used for the transfer work to new airport as well as for temporary transfer arrangements during major emergencies.
