摘　　要：在新时代国家治理体系和治理能力现代化进程中,新疆生产建设兵团(以下简称“兵团”)作为边疆治理的“稳定器”和“示范区”,其社区治理实践兼具边疆安全与基层社会治理的双重使命。随着边疆地区社会结构复杂化、利益诉求多元化以及治理场景动态化,兵团社区治理面临传统治理模式与现代治理需求之间的张力。如何通过系统性创新提升治理效能,既是落实党中央“依法治疆、团结稳疆、文化润疆、富民兴疆、长期建疆”治疆方略的关键抓手,也是实现边疆长治久安与高质量发展的必然要求。In the process of modernizing the national governance system and governance capabilities in the new era,the Xin-jiang Production and Construction Corps(hereinafter referred to as the“Corps”)plays a dual role as a“stabilizer”and“demonstration area”for border governance.Its community governance practices serve the dual missions of border security and grassroots social governance.As the social structure in border areas becomes more complex,with diverse interests and dynamic governance scenarios,the Corps’community governance faces tension between traditional governance models and modern governance needs.Enhancing governance effectiveness through systematic innovation is not only a key approach to implementing the Party Central Committee’s strategy of“rule of law in Xinjiang,unity to stabilize Xinjiang,cultural enrich-ment in Xinjiang,prosperity in Xinjiang,and long-term construction of Xinjiang,”but also a necessary requirement for a-chieving long-term stability and high-quality development in border areas.
