摘　　要：国家科技安全是国家安全的重要组成部分和物质技术基础,以何种体制保障国家科技安全是影响国家安全状态与能力的关键。从总体国家安全观视域把握国家科技安全的系统性障碍与现实难题,阐明新型举国体制在克服障碍破解难题方面的制度优势。遵循“内涵界定-理论契合-现实需要-系统障碍-方法原则—优化重点”的思路,根据国家科技安全内涵的界定,运用系统观念分析新型举国体制与总体国家安全观的契合性,从变局时代的斗争博弈、科技赶超的集中可能、“第二个结合”的思想解放来思考新型举国体制保障国家安全的现实依据。总结国家科技安全在关键技术、薄弱环节、产业空间、规则话语、自强决心方面的系统性障碍和难题。围绕关键核心技术、基础研究提出新型举国体制保障国家科技安全的方法论原则,在卡脖子技术攻关体制、产业链中间品平替、供应链保障、规则话语引领、创新意志强化和思想束缚突破等方面阐述新型举国体制在维护和塑造国家科技安全中的优化重点。National science and technology security is an important component and material-technical foundation of national security.The type of system that ensures national science and technology security is key to influencing the state of national security and its capabilities.To grasp the systemic obstacles and practical problems of national science and technology security from the perspective of the overall national security concept,and to clarify the institutional advantages of the new national system in overcoming obstacles and solving problems.Following the line of thought of"connotation definition-theoretical fit-practical needs-systemic obstacles-methodological principles-optimization focus",based on the definition of the connotation of national science and technology security,the system concept is used to analyze the fit between the new national system and the overall national security concept.Consider the practical basis for the new national system to ensure national security from the struggles and games in the era of change,the concentrated possibilies of technological catch-up,and the ideological liberation of the"second integration",Research imply the systemic obstacles and problems of national science and technology security in key technologies,weak links,industrial space,rule discourse,and determination for selfstrengthening.Around key core technologies and basic research,propose the methodological principles of the new national system to ensure national science and technology security,and elaborate on the optimization focus of the new national system in maintaining and shaping national science and technology security in terms of key technology research and development systems,substitution of intermediate products in industrial chains,supply chain security,leading rule discourse,strengthening of innovative will,and breaking through ideological constraints.
