政策执行协同框架:基于中国“东数西算”战略的分析

摘　　要：“政策执行”一直是公共管理领域的热点话题。然而,许多政策的执行结果并未达到既定目标,导致资源、时间和人力的巨大浪费。协同理念有助于确保政策有效执行,但目前仍缺乏刻画政策执行协同的综合框架。基于协同治理理论,提出了两层嵌套结构的政策执行协同框架。以中国“东数西算”战略执行为案例,采用社会网络分析与解释性结构模型相结合的方法,验证了该框架的有效性。研究发现:①政策执行协同框架中政府领导是所有结构的基础,制度环境和初始条件共同构成了中间环节,协同过程是最终结果;②政府配套政策滞后是影响“东数西算”战略有效执行的最重要的阻碍因素,西部地区的阻碍因素多与政府相关,而东部地区的阻碍因素多与运营商相关。本文提出的政策执行协同框架揭示了政策执行过程中利益相关者的协同机制,基于“东数西算”政策执行的案例分析验证了协同框架的有效性,为政府进行资源规划和配置提供科学依据。The topic of policy implementation remains a focal point within public administration.Despite this attention,numerous policies fail to meet their objectives,leading to substantial waste of resources,time,and manpower.Embracing a collaborative approach can facilitate the effective execution of policies,yet current studies lack a comprehensive framework to clearly delineate the dynamics of such collaboration,which hinders the efficiency of implementations like the"Eastern Data and Western Computing"initiative.Drawing upon collaborative governance theory,this paper introduces a dual-layered framework for coordinating policy implementation.The effectiveness of this framework is tested through an empirical study on the execution of China's"Eastern Data and Western Computing"strategy,employing the combination of Social Network Analysis(SNA)and Interpretative Structural Modeling(ISM).The results show that.①government leadership forms the foundational element within the framework,with the institutional environment and initial conditions constituting intermediary elements,leading to the collaborative process as the outcome;②delays in government support policies are identified as primary barriers to the effective implementation of the strategy,with government-related impediments prevailing in the western regions and operator-related issues more frequent in the eastern regions.The proposed framework reveals the collaborative mechanisms among stakeholders during policy implementation.An empirical study on the"Eastern Data and Western Computing"strategy demonstrates the validity of the framework,therefore offering a scientific basis for governmental resource planning and management.
