面向中国式现代化的中国宏观经济治理体系内在逻辑

摘　　要：为适应我国发展阶段的转变,我国逐步将宏观调控升级为宏观经济治理,形成了中国式现代化宏观经济治理模式。中国式现代化宏观经济治理体系的内在逻辑体现为:一是立足新时代的历史方位和我国经济转向高质量发展阶段的实际,把高质量发展作为全面建设社会主义现代化国家的首要任务;二是坚持发挥国家发展规划的战略导向作用,更加注重解决制约经济中长期发展的深层次结构性、体制性、周期性问题;三是以统筹高质量发展和高水平安全为宏观经济治理总体目标,促进高质量发展和高水平安全良性互动;四是把扩大内需战略同深化供给侧结构性改革有机结合起来作为宏观经济治理重点内容,实现更高水平的供需动态平衡;五是坚持“2+N”的系统化政策治理体系及以区间调控、定向精准调控、相机调控、跨周期与逆周期调节有机结合等为核心的多元协同治理模式,增强宏观经济治理综合效能;六是坚持稳中求进工作总基调和方法论,有效增强我国经济的韧性和活力;七是坚持党对宏观经济治理工作的集中统一领导,确保我国经济始终沿着正确方向发展。In order to adapt to the transformation of China’s development stage,China has gradually upgraded macro-control to macroeconomic governance,forming a Chinese path to modernization macroeconomic governance system.The internal logic of Chinese path to modernization macro-economic governance is reflected as follows:first,we should base on the historical position of China’s economic transformation to high-quality development stage in the new era,and take high-quality development as the starting point and foothold of all work;Secondly,we must adhere to the strategic guidance role of the national development plan and pay more attention to solving the deep-seated structural,institutional,and cyclical problems that constrain the medium and long-term development of the economy;Thirdly,the overall goal of macroeconomic governance should be to coordinate high-quality development and high-level security,and promote a positive interaction between high-quality development and high-level security;The fourth is to organically combine the strategy of expanding domestic demand with the deepening of supply side structural reform as a key content of macroeconomic governance,in order to achieve a higher level of dynamic balance between supply and demand;The fifth is to adhere to the systematic policy governance system of“2+N”and the multi-dimensional collaborative governance model centered on interval regulation,targeted precise regulation,camera regulation,and the organic combination of cross cycle and counter cycle regulation,in order to enhance the comprehensive effectiveness of macroeconomic governance;Sixth,we must adhere to the overall principle and methodology of seeking progress while maintaining stability,effectively enhancing the resilience and vitality of China’s economy;Seventh,we must adhere to the centralized and unified leadership of the Party in macroeconomic governance work,ensuring that China’s economy always develops in the right direction.
