摘　　要：构建海上安全治理体系是筑牢海域安全防线的关键所在,也是实现高质量发展和高水平安全良性互动的应有之义。广东海上安全治理体系存在整体性和全流程性不足、制度化和标准化程度不高、数字技术赋能和监测预警能力不强等问题,难以有效应对日趋复杂的海上安全问题。本文从海上安全治理体系的内涵和系统性特征出发,在借鉴国外海上安全治理成功经验的基础上,结合广东的发展实践,提出构建以“整体性、数字化、标准化”治理为导向,覆盖“全流程”“全要素”的海上安全治理体系,论述健全协调联动机制、强化数字技术赋能、完善法律法规和标准体系、实施全流程闭环管控、提升全要素综合治理效能等五个方面的构建路径,为广东乃至全国的海上安全治理提供参考。Constructing the maritime safety governance system is crucial for building a solid defense line for maritime safety and is also an essential part of achieving a virtuous interaction between high-quality development and high-level security.The maritime safety governance system in Guangdong has problems such as insufficient overall and full process integrity,low degree of institutionalization and standardization,weak digital technology empowerment and monitoring and early warning capabilities,making it difficult to effectively respond to increasingly complex maritime safety issues.This paper starts from the connotation and systematic characteristics of the maritime safety governance system,and based on the successful experience of foreign maritime safety governance,combined with Guangdong practice,proposes an construction path for the maritime safety governance system covering the whole process and all elements guided by holistic,digital,and standardized governance,proposes a construction path in five aspects:improving the coordination and linkage mechanism,strengthening digital technology empowerment,perfecting the legal regulations and standard system,implementing full process closed-loop control,and enhancing the comprehensive governance efficiency of all factors,providing reference for maritime safety governance in Guangdong and even the whole country.
