摘　　要：在数字化时代,信息已成为推动经济社会发展的重要力量,网络基础设施建设有助于加速信息的流转沟通,释放信息要素助力产业发展的潜能。本文以“宽带中国”战略为准自然实验,基于2007—2020年中国地级以上城市的新创企业数据,系统考察网络基础设施建设对城市创业活跃度的影响及其作用机制。研究发现,“宽带中国”战略显著提升了城市创业活跃度,这一结论在经过一系列稳健性检验后依然成立。异质性分析表明,该战略对东部地区城市和非重点城市的创业活跃度提升作用更为显著,且对服务业尤其是生产性服务业的创业促进效应最为突出。机制检验则表明,“宽带中国”战略通过提高市场信息、技术信息与融资信息的可得性,从而有效提升了城市创业活跃度。此外,进一步分析还发现人力资本水平显著提升了“宽带中国”战略的实施效果。In the digital age,information has become a new type of production factor that drives economic and social development.The construction of network infrastructure helps to accelerate the flow and communication of information,unleashing the potential of information elements to help industrial development.This article evaluates the impact of network infrastructure construction on urban entrepreneurial activity using data from new startups in cities at or above the prefecture level in China from 2007 to 2020,based on the“Broadband China”strategy as a natural experiment.The research results show that the“Broadband China”strategy significantly enhances urban entrepreneurial activity,and this conclusion still holds after robustness testing.Heterogeneity analysis shows that the“Broadband China”strategy has a more significant impact on the entrepreneurial activity of cities in the eastern region and non key cities.At the same time,the entrepreneurial activity of the service industry is most significantly affected by the“Broadband China”strategy,especially in the productive service industry.Mechanism testing indicates that the“Broadband China”strategy effectively enhances urban entrepreneurial activity by increasing the availability of market information,technological information,and financing information.In addition,further analysis also found that the level of human capital significantly enhanced the implementation effect of the“Broadband China”strategy.The conclusions of this paper have important implications for accelerating the popularization and application of Internet and digital technology,and promoting the high-quality development of information factor enabled economy.
