“城镇老旧小区改造”政策执行困境与破解之道——基于史密斯政策执行过程模型

摘　　要：基于史密斯政策执行过程模型,运用文献研究、田野调查等方法,从政策文本、执行组织、目标群体及执行环境四方面分析S市H县在“城镇老旧小区改造”政策执行过程中所面临的困境,并提出破解策略。研究发现,政策文本的模糊性和冲突性、基层执行组织间协调不畅、压力型体制下基层执行组织的变通执行、政策目标群体的短视性和自利性、地方经济发展水平有限,以及相对封闭的政策执行环境,是造成“城镇老旧小区改造”政策执行困境的重要因素。破解“城镇老旧小区改造”政策在基层执行过程中面临的种种困境,需要优化政策设计、提升政策执行组织的工作效能、引导目标群体积极响应以及形塑优良的执行环境,从而提高政策的执行效果。Based on the Smith Policy Implementation Process Model,using methods such as literature review and field research,this study analyzes the challenges faced by H County in S City during the implementation of the“Renovation of Old Urban Residential Areas”policy.The analysis is conducted from four aspects:policy texts,implementing organizations,target groups,and the execution environment.The research finds that the ambiguity and conflict of policy texts,poor coordination among grassroots implementing organizations,flexible implementation by grassroots organizations under a pressure-driven system,short-sightedness and self-interest of target groups,limited local economic development,and a relatively closed policy execution environment are significant factors causing the difficulties in implementing the“Renovation of Old Urban Residential Areas”policy.To alleviate the various challenges faced during the grassroots implementation of this policy,it is necessary to optimize policy design,enhance the efficiency of implementing organizations,guide the active response of target groups,and foster a favorable execution environment,thereby improving the policy implementation effectiveness.
