江西生态福利绩效测度及影响因素研究

摘　　要：构建生态福利绩效测度指标体系,以衡量江西经济社会高质量发展水平。采用非期望产出Super-SBM模型对2005-2019年江西11个设区市生态福利绩效进行测度,并对市域生态福利绩效影响因素进行回归检验。研究表明:(1)江西生态福利绩效水平整体较高,并呈增长趋势,生态福利绩效值处于前沿面上。(2)各市生态福利绩效差异较大,呈现“南北强、东西弱”的格局。赣北地区的上饶生态福利绩效水平一直较高,赣南地区的赣州生态福利绩效水平次之,赣西地区的新余、萍乡生态福利绩效水平总体较低。(3)环境规制强度、医疗水平和外商投资强度对生态福利绩效具有显著的正向促进作用,而产业结构、工业化程度具有显著的负向效应。根据研究结论,从发展理念、产业结构、外商投资以及环境规制等方面对提升江西生态福利绩效水平提出了一些具有参考意义的政策建议。To measure the high-quality development level of social economy in Jiangxi,This paper establishes the ecological welfare performance measurement index system and uses the unexpected output super SBM model to measure the ecological welfare performance of 11 cities in Jiangxi Province from 2005 to 2019.Then,makes a regression test on the influencing factors of the ecological welfare performance.The results show that:(1)the overall level of ecological welfare performance in Jiangxi is high and shows an increasing trend,and the ecological welfare performance value is at the forefront.(2)The ecological welfare performance varies greatly among cities,showing a pattern of“strong in the north and south and weak in the east and west”.Shangrao in northern Jiangxi is in high level in ecological welfare performance,followed by Ganzhou.Xinyu and Pingxiang in western Jiangxi is generally low in ecological welfare performance level.(3)Environmental regulation intensity,medical level and foreign investment intensity have significant positive effects on ecological welfare performance,while industrial structure and degree of industrialization have significant negative effects.On this basis,some policy suggestions are put forward to improve the level of ecological welfare performance in Jiangxi from the aspects of development concept,industrial structure,foreign investment and environmental regulation.
