摘　　要：优化农村公共服务供给是解决“三农”问题的基本途径,是实现乡村全面振兴的内在要求。基于整体性治理视阈,构建“价值理念—技术工具—组织结构—运行机制”四维度的理论分析框架,可以为高质量的农村公共服务供给提供理论基础。长期以来,受城乡二元体制惯性、传统科层体制缺陷及部门条块分割等因素的影响,农村公共服务供给呈现价值理念偏移、技术赋能梗阻、组织结构痼疾、运行机制脱嵌等碎片化倾向,业已成为制约宜居宜业和美乡村建设的重要因素。亟需从需求优先的服务理念入手,通过筑牢数字孪生底座、搭建农村公共服务信息平台,以促进组织结构在横纵深三向度的“跨界”整合,携手构建互信互助共同体。Optimizing rural public service supply is a fundamental strategy for addressing the“three rural”issues(agriculture,rural areas,and farmers),and an essenntial requirement for achieving comprehensive rural revitalization.Drawing on the perspective of holistic governance,the study constructs a four-dimensional analysis framework for rural public service provision,including value concept,technical tools,organizational structure,and operational mechanism.For an extended period,influenced by the inertia of urban-rural dualistic system,the limitations of traditional bureaucratic system,and the segmentation of departments and regions,the provision of rural public service has shown a tendency of fragmentation.The fragmentation is seen in deviations in value concept,constraints on technical empowerment,dysfunctions in organizational structure,and disconnections in operational mechanism.This has become an obstacle to the construction of livable,workable and beautiful rural areas.To address this,there is an urgent need to adopt a service philosophy that prioritizes demand,building a solid digital twin foundation to establish a rural public service information platform.Such an approach would facilitate“cross-boundary”integration of organizational structures horizontally and vertically,and jointly build a community of mutual trust and mutual cooperation.
