摘　　要：普适性河长履职要求适用于治水攻坚阶段,强压力传导有利于完成整体性目标,随着河长制发展不断深化,治水进入新阶段,尤其是巩固治水成效阶段,普适性河长履职要求已难以适应时代需求。为有效破解河长形式履职现象,广州在全面消除黑臭水体之后,面对巩固治水成效,遏制返黑返臭的新形势,以水利新质生产力提升河长管理信息系统的数字化协同能力,打造了差异化巡河履职模式。结果表明:广州河长制以水利新质生产力为内驱力的创新技术和“服务河长”的服务理念双向赋能,有效为河长减负提效,提高了河长履职能力和工作积极性,在基层获得了普遍好评,为全国河长制的改革与创新探索出了一条智慧治理的示范路径,提供了宝贵的可复制、可推广的“智治”经验。The universal requirements for the performance of the duties of river chiefs are applicable to the stage of water control,and the strong pressure transfer is conducive to accomplishing the overall goal.With the deepening of the development of the river chief system,water control has entered a new stage,especially the stage of consolidating the effectiveness of water control,and the universal requirements for the performance of river chiefs are no longer compatible.In order to improve the ability and willingness of river chiefs to perform their duties,Guangzhou,after the comprehensive elimination of black smelly water bodies,faced with the new situation of consolidating the effectiveness of water treatment and curbing the return of black and smelly water,has used the new quality of water productivity to improve the digital synergy of the river chiefs'management information system,and to create a differentiated mode of river patrols to perform their duties.The results show that:Guangzhou river chief system with water conservancy new quality productivity as the driving force of innovative technology and“service river chief”service concept of two-way empowerment,effectively for the river chief to reduce the burden and improve the efficiency,improve the ability of the river chief to perform their duties and work enthusiasm,at the grassroots level has won the general praise,for the nationwide reform and innovation of the river system explored a smart governance It has explored a model path for the reform and innovation of the river-long system nationwide,and provided valuable replicable and popularized experience of“wise governance”.
