摘　　要：在当前学术研究领域,关于新闻调查报道与开源情报活动之间的关联性研究仍存在空白,系统性研究较为匮乏,尚未形成较为完整的方法论体系。相比之下,美国在相关领域已构建起较为成熟的实践体系,其运作模式对我国国家安全工作与发展具有重要研究价值。本文运用案例解构法,深度剖析美国反华机构“非法海洋项目”(Outlaw Ocean Project)的组织架构、调查手段及其报道机制,揭示其借新闻调查报道之名进行情报采集—转化—应用的全链条运作规律,重点解析情报身份转化机制与服务国家安全的实现路径,揭示其披着新闻调查的外衣开展抹黑的本质。研究发现为我国开源情报工作提供理论参考与实践借鉴,有助于提升情报工作的专业化水平与战略价值。There are still significant gaps in the study of the correlation between news investigation and reporting and opensource intelligence activities in the current academic research field.Because of insufficient systematic research,a systematic methodological system has not yet been developed.In contrast,the United States has built a mature practice system in this field,and its mode of operation has important research value for China̓s national security work.In this paper,we use case study to analyse the organisational structure,investigative methods and reporting mechanisms of the Outlaw Ocean Project.It reveals the full chain of operations,from intelligence collection to transformation to application,carried out in the name of investigative journalism,and focuses on analysing the mechanism of intelligence identity transformation and the path to achieving the goal of serving national security.The research findings provide theoretical and practical reference for China̓s open source intelligence work,and help to enhance the professionalism and strategic value of intelligence work.
