黔南州生态保护红线背景下人工商品林经营管理对策

摘　　要：生态保护红线是明确位于特定的生态空间具有重要且必须严加保护的区域,该区域被视为保障生态环境安全的关键防线与生命脉,并构成生态空间的主要核心部位,是生态文明体制改革的重要创新手段。随着各地生态保护红线划定及评估调整成果相继完成,结合2023年贵州省颁布的《贵州省生态保护红线监管办法(试行)》,黔南州生态保护红线体系背景下已转入严守管控阶段,对生态保护红线下的林地资源实行严格管理,对提升空气品质、优化生态服务功能、促进经济发展有着重要的意义。文章结合林权权利人实际需求,对人工商品林的经营利用管理进行了全面分析,在生态保护红线背景下形成更为合理的人工商品林经营管理相关对策建议。The ecological protection redline demarcates critical areas within specific ecological spaces that must be strictly protected,which are regarded as vital defenses and lifelines for ensuring ecological environmental safety,constituting the main core of ecological spaces and representing an important innovative means in the reform of the ecological civilization system.With the completion of the delineation,assessment,and adjustment of ecological protection redlines in various regions,combined with the“Regulations on the Supervision and Management of Ecological Protection Redlines in Guizhou Province(Trial)”promulgated by Guizhou Province in2023,Qiannan Prefecture has entered a stage of strict control under the ecological protection redline system.Implementing strict management of forest land resources within the ecological protection redline is of great significance for improving air quality,optimizing ecological service functions,and promoting economic development.Based on the actual needs of forest rights holders,this article conducts a comprehensive analysis of the management and utilization of commercial plantations,to propose more reasonable countermeasures and suggestions for the management of commercial plantations against the backdrop of ecological protection redlines.
