数字赋权新农人驱动乡村全面振兴的实践路径与内在机理

摘　　要：传统乡村振兴路径长期依赖行政赋权与资本下乡两大外源性机制,由此引发了资源配置效率低下与主体性缺失并存的结构性困境,而数字经济的兴起为突破传统路径依赖提供了新范式。其中,新农人作为兼具“技术赋能者”与“内生驱动者”双重属性的新型主体,成了重构乡村内源发展动力的关键行动者。通过构建“数字技能-经济收入-合作能力-传播意识”递进分析框架,或可揭示数字赋权新农人驱动乡村振兴的内在逻辑。研究发现,新农人实践主要通过3个层面推动乡村的内源发展转型:主体能力层面,农民个体从技术被动接受者转向数字内容生产者,激活了乡村内生力量潜能;经济结构层面,传统分散经营模式向基于数字平台的协作网络演化,乡村经济关系得以重组;文化价值层面,农产品通过符号化叙事实现了从功能商品到文化媒介的价值重构。这种“技术扩散-经济激活-社会联结-符号生产”的协同机制,为乡村产业升级、治理优化与文化振兴提供了重要实践启示。进一步地,实施乡村全面振兴的相关政策需认识到新农人作为“内生力量”与“转化枢纽”的战略作用,通过主体数字素养培育、利益共享机制创新等措施,充分释放其促进乡村全面振兴的积极效能。s:Traditional paths for rural revitalization have long depended on two external sources—administrative empowerment and urban capital infusion,leading to both low efficiency in resource allocation and a lack of agency of subjects,thus creating a structural dilemma.The rise of the digital economy provides a new paradigm to break through traditional path dependencies.New farmers,who possess dual attributes as“technological enablers”and“endogenous drivers”,have emerged as key actors in reconstructing the endogenous development momentum of rural areas.This paper constructs a four-dimensional progressive analysis framework—digital skills,economic income,cooperative ability,and dissemination consciousness—to reveal the internal logic of how digitally empowered new farmers drive rural revitalization.The findings indicate that new farmers promote rural endogenous development and transformation in three dimensions:Subject capability.Farmers shift from passive recipients of technologies to active producers of digital content,activating the potential of rural endogenous forces.Economic structure.Traditional dispersed operations evolve into cooperative networks based on digital platforms,reorganizing rural economic relationships.Cultural value.Agricultural products are revalued through symbolic storytelling,transitioning from functional commodities to cultural mediators.This coordinated mechanism of“technological diffusion–economic activation–social connection–and symbolic production”offers important practical insights for rural industrial upgrading,governance optimization,and cultural revitalization.This paper further proposes that rural revitalization policies should recognize the strategic role of new farmers as“endogenous forces”and“transformation pivots”.Through measures such as cultivating digital literacy,optimizing digital infrastructure,and innovating interest-sharing mechanisms,we can release positive effects of new farmers on comprehensive rural revitalization.
