发展新质生产力的主体论析

摘　　要：新质生产力的发展呈现出“科技-产业-制度”的运行范式,影响其运行的主体都要被纳入发展新质生产力的主体当中来。生产者、消费者和政府是推动新质生产力发展的三大主体性力量。生产者中的劳动者是发展新质生产力的根本力量和决定因素,是新质生产力的形成和使用过程中最活跃、最具决定性意义的能动主体。生产者中的企业是市场经营的主体,亦是科技创新的主体,发展新质生产力要充分发挥创新型企业的主体作用。在发展新质生产力的过程中,消费者的主体性主要体现为人民性,体现在对新质生产力发展方向的引导性上。政府是发展新质生产力的生产关系和经济制度的供给主体,其主体性主要体现在继续完善和发展中国特色社会主义制度的主动性和坚持正确改革方向的引领性。要从教育、创新、消费和市场等多个方面着手,进一步完善发展新质生产力的主体条件。The development of new quality productive forces exhibits a“technology-industry-institution”paradigm of operation,and all entities influencing its operation must be accounted for as subjects in its development.Producers,consumers and the government constitute the three main driving forces for promoting new quality productive forces.Among producers,workers are the fundamental power and determining factor in the development of new quality productive forces;they are the most active and decisive agents in its formation and utilization.Enterprises within the producer category are the main agents of market operations and also serve as key players in technological innovation.To develop new quality productive forces,it is essential to fully leverage the role of innovative enterprises.In the process of developing new quality productive forces,the subjectivity of consumers primarily reflects the interests of the people,manifested in their guidance of the direction for the development of new quality productive forces.The government serves as the provider in the relations of production and economic systems for the development of new quality productive forces,with its subjectivity mainly expressed in its proactive efforts to improve and develop the system of socialism with Chinese characteristics and its leadership in maintaining the correct direction for reform.Efforts should be made from multiple aspects,including education,innovation,consumption and the market,to further improve the conditions for the subjects involved in the development of new quality productive forces.
